Outbound Calling Compliance by Jurisdiction

The United States operates a federal National Do Not Call Registry enforced by the FTC and FCC under the TSR, TCPA, and FCC rules. Covered consumer telemarketing requires DNC screening, 31-day scrubbing, and seller-specific opt-out handling, while most true B2B calls are only partially exempt.

Spain regulates outbound commercial calls nationally through Law 11/2022, Organic Law 3/2018, and AEPD Circular 1/2023. Businesses must consult applicable advertising-exclusion systems, including Lista Robinson, before direct-marketing campaigns unless they have valid consent from the specific sender, and must honor objections immediately.

France no longer operates the Bloctel do-not-call registry. Since 11 August 2026, outbound consumer sales calls are generally prohibited unless the consumer gave prior consent or the call falls within a narrow exception such as an ongoing contract.
